Meet the PCRs

Presidents Council Representatives (PCRs) play an integral role by working with society leadership and communicating society needs and activities to the CFA Institute Board of Governors and leadership team. Get to know the Presidents Council Chair and PCRs representing each of our twelve subregions for FY27.

The Presidents Council Chair (PCC) and PCRs, along with the president of each society, compose the Presidents Council, the volunteer committee created under article 8 of the CFA Institute Bylaws. Within the Presidents Council, the role of the PCR is to:

  • represent the collective interests of societies in their region and their collective members by facilitating dialogue, collaboration and sharing amongst and between societies;
  • facilitate communications with and between societies and the CFA Institute Board of Governors and management;
  • serve as the spokesperson for each society region before the Presidents Council;
  • serve on Board and Institute oversight Committees as required; and
  • vote in all matters before the Presidents Council, PCRs and the Presidents Council Executive Committee.

The PCC and PCRs are elected by society presidents and serve two-year terms, commencing on 1 September, with a maximum of two consecutive terms. 

Meet the FY27 Presidents Council Representatives

Pieter van Putten, CFA

Presidents Council Chair

Pieter van Putten, CFA, is the Director & Chief Operating Officer at Ahlstrom Invest B.V. Currently Presidents Council Chair, he previously served as the Presidents Council Representative for Western Europe. In his free time, Pieter enjoys spending time with his family and participating in sports such as cycling, mountain hiking, and skiing, along with gardening. He also enjoys reading, primarily literature. His motivation to run for the Presidents Council Chair stemmed from his commitment to CFA Institute after his term as PCR, recognizing the opportunity to bring his global professional experience to this role. Pieter looks forward to connecting the society network with the management team and Board of Governors of CFA Institute, embracing the challenges that come with engaging a diverse group of stakeholders.

Odrée Ducharme, CFA

PCR, Canada

Odrée Ducharme, CFA, is the Senior Director of External Portfolio Management at Caisse de dépôt et placement du Québec. A member of CFA Society Montréal, she served as its President from 2023 to 2024. Now, as the Presidents Council Representative for Canada, Odrée’s passion for the Canadian CFA community drives her to foster collaboration, communication, and positive transformation. She is excited about the high concentration of CFA charterholders in Canada and the dynamic, forward-thinking society leaders who contribute to the vibrancy of the region. Odrée enjoys spending time with her family, alpine skiing, biking, traveling, and has achieved a blue belt in Brazilian Jiu-Jitsu.

Eric Flynn, CFA

PCR, Western US

Eric Flynn, CFA, serves as the Head of Wealth Management and EVP at Compound Planning. He is a member of CFA Society Spokane and previously held the role of President there. As Presidents Council Representative for the Western US, Eric is motivated by his positive experiences with CFA Institute and his local society, which inspired him to give back and help others. He is excited about the region's dynamic and engaged nature and looks forward to building on the success of the Western Regional Conference and the culture of collaboration established among societies. Outside of work, Eric enjoys outdoor activities like golf, skiing, hiking, hunting, and fishing.

David Lewis, CFA

PCR, Central US

David Lewis, CFA, is the Owner and Managing Member of Montlake Capital Management, an Austin-based Registered Investment Advisor. A member of CFA Society Dallas/Ft. Worth, CFA Society Seattle, and CFA Society Austin, David served as Vice President and Board Member of CFA Society Seattle and as a Past President and Advocacy Chair for CFA Society Dallas/Ft. Worth. Conversations at the Western Regional Conference inspired him to stay involved at the regional level and run for Presidents Council Representative. He is passionate about expanding the successes of CFA Societies Texas and excited about the region's dynamic growth, which brings numerous opportunities. In his free time, David enjoys being on or in the water, hiking, biking, traveling, flying, and BBQ'ing with real wood.

Javier García Riesco, CFA

PCR, Atlantic Islands & Latin America

Javier García Riesco, CFA, is Managing Partner at Atacama Invest, a Chile-based private equity real estate investment manager. A member of CFA Society Chile, he has been involved as a volunteer since 2010, before the society was formally established, and previously affiliated with CFA Society UK. Before stepping into his role as Presidents Council Representative for Atlantic Islands & Latin America, Javier served as President of CFA Society Chile beginning in 2025 and has been a board member since 2020. Javier is motivated to create impact across the region by supporting stronger collaboration among CFA societies in Latin America and the Caribbean, advancing financial education, supporting capital markets development, and helping strengthen the CFA brand. During his term, he hopes to help drive stronger collaboration between CFA Institute and societies globally in support of their shared mission. He is excited by the vibrant communities across Atlantic Islands & Latin America, where many relatively young CFA societies have built strong national presence and local relevance. Outside of work and volunteer leadership, Javier enjoys spending time with his four children and regularly plays basketball and tennis.

Robert Norton, CFA

PCR, Eastern US

Robert Norton, CFA, is the Chief Investment Officer at Wealth Advisory Group, based in Berwyn, Pennsylvania. A member of CFA Society Philadelphia since 1995, he currently serves on its board and is a past President. During his time as society President, Robert especially enjoyed sharing ideas with fellow society leaders and CFA Institute, which inspired him to step into the role of Presidents Council Representative for the Eastern US. He is excited by the dynamic and varied nature of the subregion, which ranges from the world’s financial capital to smaller local societies. Outside of his professional and volunteer work, Robert is a father and grandfather and enjoys golf and hockey.

Guillermo Rodriguez, CFA

PCR, Southeastern US

Guillermo Rodriguez, CFA, is Head of Latin America and U.S. Offshore at WisdomTree, one of the world’s largest ETF providers. He has more than 30 years of experience in the asset management industry, including senior roles at Actinver, where he oversaw alternative investments and mutual funds, and at GE Capital in Mexico, where he managed private equity investments across Latin America. Guillermo is a long-time CFA Institute volunteer, having served on the boards of CFA Society Mexico and CFA Society Miami since 2002, including as President of CFA Society Miami. Now serving as Presidents Council Representative for the Southeastern US, he is committed to supporting societies and advancing collaboration across the region. He also serves as an adjunct professor of finance at the University of Miami.

Charles Wu, CFA

PCR, APAC North & Oceania

Charles Wu, CFA, is the Chief Investment Officer at State Super in Sydney, NSW. A long-standing member of CFA Society Australia, he has been active in the community for more than a decade. Before stepping into his role as Presidents Council Representative for APAC North & Oceania, he served as a Chapter Director of CFA Society Australia, helping to bring the profession together nationally. In his PCR role, Charles is committed to supporting society presidents across the region, drawing on hands-on experience in professional learning, university outreach, and shaping governance frameworks. Passionate about developing the next generation of investment professionals, he aims to strengthen talent pipelines and encourage deeper collaboration across societies. Charles is energized by the growth and diversity of APAC North & Oceania, which offer both opportunities and new perspectives. Outside of work, he enjoys playing basketball.

Simon Ng, CFA

PCR, APAC South

Simon Ng, CFA, is the Founder, Chief Executive Officer, and Chief Investment Officer of Peak Capital Management Pte. Ltd., a Singapore-based investment management firm. A member of CFA Society Singapore, he has been an active volunteer since 2012, served on the society’s Board of Directors from 2015 to 2025, and was President from 2021 to 2025. He currently serves as the Presidents Council Representative for APAC South. Drawing on more than a decade of volunteer leadership, Simon is focused on strengthening collaboration, representation, and knowledge sharing across CFA Institute member societies in APAC South. He is committed to deepening regional engagement, sharing best practices, and scaling the collective impact of societies across one of the world’s most diverse and dynamic regions. He believes stronger connections among societies can elevate professional standards and create greater value for members and the investment profession. An avid marathon runner, Simon sees the discipline, resilience, and long-term focus required in distance running as qualities that also underpin effective leadership and investment stewardship.

Loukas Dedes, CFA

PCR, Central & Eastern Europe

Loukas Dedes, CFA, works in Banking Supervision at the Bank of Greece. A member of CFA Society Greece, he previously served as its President from 2017 to 2021. Now, as the Presidents Council Representative for Central & Eastern Europe, Loukas is motivated by his dedication to representing the needs of the societies in his region. He is excited about the passion for excellence demonstrated by society leaders and looks forward to advocating for their success. Loukas enjoys traveling and reading books in his free time.

Weiyen Hung, CFA

PCR, Western Europe

Weiyen Hung, CFA, CIPM, works for the Prudential Regulation Authority at the Bank of England in the UK.  A member of CFA Society UK, he previously served as its board member (2019-2025) and Treasurer (2023-2025). Now, as the Presidents Council Representative for Western Europe, Weiyen is motivated by his dedication to representing the needs of the societies in his region. He is excited about the passion for excellence demonstrated by society leaders and is committed to supporting societies and advancing collaboration across the region. He also holds various designations including IMC, CMA, CAIA, FRM, Chartered FCSI, and MAAT.

Nerina Visser, CFA

PCR, Africa

Nerina Visser, CFA, is an ETF Strategist & Financial Advisor at ETFSA Portfolio Management Company. A member of CFA Society South Africa, she served as President from 2017 to 2021. As the Presidents Council Representative for Africa, Nerina is passionate about amplifying the voices of CFA Institute members in her subregion on the global stage and showcasing the unique perspectives emerging and frontier markets bring to the finance industry. She is excited about shifting perceptions around African markets and highlighting the region’s potential as a hub for finance professionals. In her free time, she enjoys handcrafts like crochet and knitting, as well as traveling.

Zeeba Majeed Askar, CFA

PCR, Middle East

Zeeba Majeed Askar, CFA, is the Chief Executive Officer of the Bahrain Association of Banks in the Kingdom of Bahrain. She received her CFA charter in 2010 and began her journey with CFA Society Bahrain as a board member in 2013. Before stepping into her role as Presidents Council Representative for the Middle East, Zeeba served as President of CFA Society Bahrain. Having worked closely with the CFA community across the Middle East, she is motivated by the opportunity to strengthen regional collaboration, bring societies closer together, and elevate the region’s voice within CFA Institute. During her term, Zeeba hopes to support stronger knowledge sharing across societies, sustainable volunteer leadership development, and clear two-way engagement between Middle East societies and CFA Institute. She is excited by the Middle East’s dynamic and rapidly evolving financial landscape, including its growing market sophistication, engaged professional community, and ambitious society leaders. Outside of her professional and volunteer work, Zeeba is a mother of two and enjoys exploring human behavior, psychology, and personal development, including studies in psychotherapy and Cognitive Behavioural Therapy.
